Trump rules out sending US troops to Ukraine as part of security guarantees

Trump Eliminates Deployment of US Troops to Ukraine, Leverages Space for Air Assistance in Security Guarantee

On 19th August 2025, during negotiations at the White House with Ukrainian President Volodymyr Zelenskyy and European leaders, US President Donald Trump issued a clear statement: "The United States will not send ground troops to Ukraine." But he also kept the door ajar for potential air assistance as part of future security assurances (The Guardian, AP News).

During an interview with Fox & Friends, Trump promised Americans: "You have my guarantee, I am President, and no US troops are going to Ukraine. It's not going to happen." At the same time, he noted that European nations like France, Germany, and the UK might send soldiers to Ukraine, while the US would contribute mainly with air power.

US Role: No Ground Troops, But Air Support an Option

The White House subsequently echoed Trump's words. Press Secretary Caroline Leavitt confirmed: "There will be no American soldiers on the ground as part of any peacekeeping or security agreement." She also added, however, that Washington is weighing the option to provide air support, including drones, surveillance systems, and missile defense technology (Al Jazeera, Time).

Europe on the Frontline

Trump emphasized that Europe needs to be the "first line of defense" for Ukraine. The UK and France are already looking into sending troops on logistics and training missions in Western Ukraine (The Times). Washington's likely role would be to bolster the defenses of Ukraine with weapons and air power (Wall Street Journal).

Security Guarantees for Ukraine

Although Trump has explicitly stated that Ukraine is not going to join NATO, he has mentioned the option of "security guarantees". These could be in the form of extensive weapons shipments and economic aid. Reports have it that an envisioned package can cover as much as $90 billion of US-produced arms, shipped to Ukraine via European allies (The Guardian).

Diplomatic Outlook and Challenges Ahead

Trump's announcement arrives when the US is trying to revive peace talks with Russian President Vladimir Putin. While Zelenskyy's visit to Washington has been received positively, there are some deep-seated challenges. Fundamental issues like the status of Crimea and the Donbas region remain major sticking points in peace talks (Washington Post, AP News).

Conclusion

Trump's hawkish stance against deploying US ground troops is a reflection of his policy of minimizing direct US military intervention overseas while encouraging Europe to assume more responsibility for regional security. Meanwhile, his receptiveness to air cover and heavy arms packages indicates that Washington will be intensely involved—albeit without boots on the ground.

The success of this strategy will be contingent on Europe's willingness to take the lead and on the course of peace talks with Russia in the coming months. For the time being, the future security of Ukraine hangs by a thread of diplomacy, military support, and global cooperation.
